Part of the population is trapped in a vicious cycle of poverty, which is transmitted from generation to generation. Persons originating from outside the EU and living in Belgium are three times more likely to live in poverty than persons of Belgian origin. In a first part, this report by Itinera takes stock of poverty and poverty policy in Belgium. In a second part, the authors provide solutions and then make policy recommendations. DUO for a JOB is cited there as a good practice that enables upward social mobility and gives a voice to its target group.
